Looks like maybe the tire was crushed or squeezed between something. Good on you for sending it back. I wouldn't use it!

Agree, it looks to me the bands which they use to wrap the tire for shipping were too tight. Good luck.

The shop owner installed it for me. He shifted the beads evenly into the rim with irons. i know and trust him. it seated no problem.

That's good outcome but if it were me, i'd keep a close eye on air pressure in it.
