What should the 8000 mile service cost? Or, how many hours is reasonable?

I wouldn't pay anybody to do this work, you can do all of it yourself. Most of it is checking or adjusting items, no big deal. They recommend changing the spark plugs at 8,000 miles but in my view that is unnecessary, the European specs call for changing them at 12,000 miles (20,000 km), and most plugs will go further than that. Change the oil and filter yourself, no need to pay anyone to do that. A dealer will charge an arm and a leg for very little value received.

I agree with evitzee. I personally would do the same, change the spark plugs at 12,000 miles. That puts you at about half of the interval for the valve clearance check, so the next time you do plugs, you can do them at the same time and save time/money. Enless you're in a really dusty environment, your air filter can wait until then as well.
So unless I'm forgetting something, 8,000 is merely just an oil change. I always run through the owners manual and read and check all the small maintenance items as well. Applying grease and lubrication as needed. But that's rare, especially at 8k miles.
Since the oil filter does not require removal of any parts, labor shouldn't be more than a half hour. If you paid somebody to do it, they'd probably charge you an hour of labor plus supplies. So probably over $100 at least. Dealer would be crazy expensive, I've heard of people saying like $300.
Total cost of doing it yourself, You're talking about $40 for oil for the upper end synthetics and maybe $5-10 bucks for a filter. Throw in another $10-20 for things like oil filter removal tool (which will pay for itself in the long run) and things like a drain pan.
It's very easy. You save a lot of time and money doing your oil yourself. Especially for a bike like this where you don't have to remove fairings.
