Is it possible to just snip a wire and be done with it I feel like that's all I should have to do but I want both headlights on high beam or both of them off is this possible and what is the wire color code i need to know

I don't think that is possible as one light is only low beam and the other is only high beam. I suspect both are on for high beam? But definitely only one is on for low beam.

Only way to have both on is leave your high beam on all the time. The LH (sitting on the bike) light is the low beam, right is high beam.

Each projector/headlamp is connected to a small ballast that's located behind the left-side headlight. The optics behind each headlamp is also different, one for the low beam (direction and pattern) and the other for the high beam, complementing each other.
